What model computer? There are several 23xx all in one models. What do you mean by do a recovery--reinstall windows or make recovery media? There is an easy way to Create Recovery Media by going online to this site:
http://windows.microsoft.com/en-us/windows-8/create-reset-refresh-media
Use a usb flash drive that is at least 16gb. It is easier than using dvd disks since the web site will create the recovery drive for you. New computers can boot to usb flash drives.
To make recovery disks using the tool on your computer, open Control Panel and search for Recovery to start the utility that creates them. Make those disks too.

I bought new Dell Inspiron I5 3542 Laptop with I3 Processor. While installing Windows 8.1 the screen for selecting language is not getting. First the screen with Windows8.1 logo will come and the icon rounding contiously. BIOS version is A05.
