First, I strongly recommend AGAINST purchasing any "premier cleaning services"!! Was that a recommendation by a Dell technician?
There are a million reasons why IE won't load. Most of them can be solved by using Chrome, so that would be my first recommendation. If Chrome does not solve the problem, then we can start looking at other issues.
