You can install some CD Program to the HD but some check for presence of inserted CD to prevent copying.
Just insert the CD while holding the Shift key to stop Auto Play.
Then open "My Computer" & right click on CD drive & select "Copy".
Open Folder or Directory , ie: C:\ where to want to Copy CD to & right click on a blank area & select "Paste".
To run from Pasted Copy try double clicking on a file like Launch.exe or setup.exe or Menu.exe just guessing so try various files , won't cause a problem if wrong one.

http://www.softwarepatch.com/windows/xpvirtualcd.html
It also says you need to store an ISO file of CD on HD first to be able to use the Viryual CD drive.
It gives link to http://isorecorder.alexfeinman.com/isorecorder.htm
I have used the ISO recorder & it works OK.

But probably not , there are some programs available to Copy CD to HD & run from there as if CD was inserted.
I think some are FREE use www.google.com to Search.
