Installing and deleting a program & Windows Installer

Question

I'm trying to uninstall a program but get this message ' the windows installer service could not be accessed. This can occur if you are running windows in safemode, or if the windows installer is not correctly installed'   Apparently I can't install a program either.   I'm NOT in safe mode and to my knowledge, the installer program has been installed and running for years.    I tried a system restore, but apparently I don't have any restore points, even though it is turned on   Can someone tell me what to do.   Thanks Stu.
