Try Revo Uninstaller. It seems to do a better job than the Vista uninstaller.
Try the Quicken site to see if they have a special uninstaller.
You might try to install doing two things:
In Compatibility Tab, set for XP compatibility and set "Run as Administrator" at the bottom of the Compatibility Tab.
This many times works for older products.

I'm using Quicken 2007 on my Vista system with no problems at all. Perhaps you have other problems.
