international keyboard setup not apparent
My international keyboard setup is not apparent (Control Panel>Clock,Language, and Region>Language>Language Options).
After setting options such as Windows display language, Input Method, Text services and Handwriting in Language Options, how can I start using characters with accents and other Spanish characters?
I have already tried making Espanol the primary language without results.
