If you have parental control software on your system, you may need to disable it in order to gain access to your bank accounts. 

it is not an uncommon problem, it seems.. it might have something to do with some type of certificates.. i saw something on my computer recently where it said that "certificates" were successfully downloaded.. i remember when people were having a problem with norton updates not too long ago, and it had to do with some certificates needing to be updated.. you can search in xp's "help and support" for "certificates", and look at "full text search matches" for "certificates overview" for some information.. if that is the problem, i don't know how you resolve it..
