Internet Explorer Screen wont link to the web ?

Greetings, I am first time user of this forum, please bear with me. I was surfing the net and got a TROJAN Virus (ok my virus program was off, learn my lesson there). Anyway I reloaded windows and Internet Explorer 7, however the page cannot access the net? All the other programs, NAV, Winpatrol can see it, even MSOutlook can. What's going on? I have gone through all the steps per MS and still seem to be missing something.

Any help would be great.
