Just in case someone else is experiencing this problem,here is what I found out.
The problem is due to AOL9 requiring a version of iphlpapi.dll,that is NOTcertified for use with windows me-but rather windows XP.this is courtesy of Mike Maltby-ms-mvp
Anyone who is using AOL9/WindowsME,might want to revert to AOL8,or find another ISP,and after speaking to aol tech support,I strongly suggest the latter{extremely frustrating experience}
