Is it too late? Windows 7

Laptop Information:
System Type: Inspiron 1545
Ship Date: 7/12/2009
This laptop was purchased during the "Free upgrade to Windows 7" window (pre-installed Vista)
The owner of the laptop did not want to take advantage of this offer at the time and now i have the laptop in my hands and was trying to see where i can get this upgrade?
I would not think that the offer is close is it? I could not find the place on the website where the product number is put etc... for the upgrade CD. 
If this is closed- can someone explain why? This laptop was purchased during that window of free upgrade so why would it not still stand as an offer?
If it is an offer still can someone help me with a link/instructions?

Afraid it's too late.  The upgrade offer expired on January 31st.

Free OS upgrade offers always expire about 3-4 months after the newest version comes out - been true since way back in Win98 days.
