We downloaded msjavx86.exe again and saved it to My Documents.
We installed it and then shut down computer as instructed. But when we restart the computer the file is renamed msjavx86 (the exe ending is gone) and when you double click the file you get a message which reads "do you want to install Microsoft VM?" But we already installed it?
We're going in circles.

I suspect the reason that the name was "changed" is that you have
Windows Explorer set to not display filename extensions. You can change that by going to Tools|Folder Options and on the View tab unchecking "Hide extensions for known file types" if you so desire. You indicated in your original post that when you attempted to install VM you received an error message and were unable to install it. That is why I had you download it again.
To verify that it is in fact installed, go to Start|Run, type
wjview and click OK. If Virtual Machine is installed, the window that opens will indicate the fact and let you know that the version you are using is 5.00.3805.

Not sure about filename extensions (I'm afraid to mess with anything I don't understand) but I did type wjiew in Start/Run and Microsoft(R) JAVA 5.00.3805 is displayed.
My real problem is my computer gets a message "You are using a browser that is not JAVA enabled" on some sites.
Then an Install on Demand(other) prompt appears which reads "You need to download and install JAVA virtual machine".
Each time I click download (5MB and 42 mins and it doesn't say where it saves it). Then it automatically installs it.
Then I get another screen which reads "Do you want to install MS Virtual Machine? I'm confused, which virtual machine do I need (Sun JAVA or MS )
If I say yes it reinstalls MS again (but I already have it)
If I say no I get message "The file being downloaded is not signed, or you did not accept the Authenticode certificate. Try later or choose Windows Update under Internet Explorer Tools menu to install this component" We did this and got nowhere.
You only need one virtual machine, either Microsoft's or Sun's. Since you have the Microsoft one installed, make sure that in Tools|Internet Options|Advanced tab you have "JIT compiler for virtual machine enabled (requires restart)" checked. That should be all that is required.
My signature below is a Java applet. If you can see it, your Virtual Machine is working properly. (If not, you will see the message "Sorry, your browser doesn't support Java.") If it is, I would be tempted to question whether the particular site where you encounter the problem is properly coded.

I "checked" all 3 JAVA boxes under ToolsIInternet OptionsIAdvanced and "unchecked" the JAVA(SUN) box. Restarted computer.
But I still get message "Install on Demand(other)": You need to download and install JAVA virtual machine!
When I go to StartIRun and type wjview I get a screen entitled WJView Help:
Microsoft(R) Command-line Loader for Java Version 5.00.3805
Usage:WJView[options] [arguments]
Options: and a list of commands etc.....
Is this correct or should I do something with these commands??
Any other suggestions? This is driving me crazy.

Apparently, your installation of Virtual Machine is corrupted. Since you already have msjavx86.exe downloaded, go ahead and double-click it. When it asks if you want to load Virtual Machine, tell it yes. You only need the JIT Compiler entry in Tools|Internet Options checked.
After you install a clean copy of VM, you should be able to (1) see my signature and (2) avoid the prompt telling you that you need to download VM.

And I see a blank box for your signature which I saw on your last reply.
(interesting because on your "pre" previous reply I saw the message "Sorry, your browser doesn't support JAVA" inside the box? So something changed.
Anyhow I'm stumped and very frustrated.

I doubt this will make any difference, but...insert your XP install CD and then close the opening window. Next, go to start->run->type
sfc /scannow, and let the system file checker run. Then double-click
Msjavx86.exe, install, reboot, and check a post with a java applet to see if you see the applet or still get the
Install On Demand window. You can also try clearing your Temporary Internet Files (IE->Tools->Internet Options->Delete Temporary Internet Files).
With Internet Explorer, the Java settings are(also) buried under Tools >> Internet Options >> Security >> Custom >> Microsoft VM. If Disable Java is selected, you will need to change it.
Hope this is the fix you need...

I thought about the Security settings for Java, but if
disable java is selected, there should be a warning window that the "page may not be displayed properly due to security settings." The
download on demand window should not appear repeatedly if MS Virtual machine is installed correctly. This is very odd.

Just to humor me, go to the Microsoft Update site and check to see if MS Virtual Machine is in the list of recommended options for install. If it is, install it from there.
