List all the software and/or hardware changes made to the system BEFORE this issue arose. List all the troubleshooting steps you have taken.

I found this on the Microsoft Help and Support page. You also might consider reposting the issue on the Windows XP board.

I did not install any new hardware.
 
I did install/uninstall some software and here is the list:
 
1- windows update (including ie7 and media player11)
2- uninstall microsoft works
3- install mcafee security center
4- install avast! pro antivirus
5- install microsoft office2003, fronpage2003, project2003, visio2003
6- install microsoft sql2000 desktop
7- install microsoft sql2005 workgroup 32
8- install microsoft visual studio 2005 pro. edition
9- install photoshop8 and photoshop cs
10- ultraiso
11- install winzip
12- install winrar
13- WindowsXP-KB909095-x86-ENU.exe:
     to fix a situation where the computer does not hibernate and you receive an "Insufficient System Resources Exist to Complete the API" error message.

14 - increase the page file to 3000 as initial size and 6000 as max.
15- install SnagIt 8.2
16- install microsoft ActiveSync
17- install windows defender

 - update bios from dell download
 - update video drivers
 - update chipset
 - decrease the page file to 2000 as initial size and 4000 as max. (I remember it was the default setting)
 - googled for any solution to this error but could not find any.

I too was plagued with these Kernel page errors. I spent $40 talking to Dell, $60 to a computer repair person, and what he found was a faulty Ethernet cable to my DSL modem. Looking for the system error messages in the Event Viewer revealed many networking errors. So, my DSL provider sent me a new modem (since I was due for an upgraded model) and all new cables, and now I haven't had any blue screen errors whatsoever. Good luck!
