Keyboard Shorcuts not working properly :(

I've been having trouble with my keyboard shorcuts lately... specially with the CTRL + N shorcut which should open up a new web page, but instead of doing that the active screen is being refreshed. I tried clicking on the internet explorer bottom to see  if a new screen would open, but my active screen is being replace instead. I have not idea of what I need to do in order to get my keyboard shorcuts to work properly again; I am sure it is something simple, but for some reason I cannot figure it out. Please help me... how do I get it back to normal?

Try accessibility options and see if anything like sticky keys is checked.

By the way, I don't use too many keyboard shortcuts other than cut, paste, etc., so I've never tried ctrl-N. That's cool.

Try clearing your Internet Explorer cache and .tmp files to restore the keyboard shortcuts.

BTW: Ctrl-N also works to open new a web page in Netscape, and typically opens your "home" page.
