Hi,
There are different keyboard layouts available for each region settings. So, even if in regional settings you're set to English - UK, you may have a different keyboard layout than the other two users.
It's kinda hard for me to give you exact configurations because my Windows installation is in french, but as an example, I use French - Canada in regional settings with Canadian multilingual keyboard which gives me the @ using shift-2, but if I configure the settings to French - Canada with Traditional French keyboard layout, I get the " using shift-2.
You may want to check that out if you don't have already.
Hoping this helps,
Rick.
