Some programs must have Administrator Rights to run. Check the programs you are running at startup to see if they require Administrator Rights.
However, most applications start at the time Windows starts up really is not a good idea. On systems with limited memory (256Mb or less) it can overtax the PC and starting those programs at Windows startup is unnecessary. If the user wants to open a program after they log in, fine, but they should start with a "clean" desktop. Having a lot of programs open at startup is one of the prime reasons for startup problems or slow computer operations.
You could also check using Run , regedit & navigate to HKEY
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa
nodefaultadminowner is DWORD & set to ......(1)
