The tutorial refers to looking at the security tab after right click on an .exe file, properties. In XP home, that tab is not visible in normal mode, but can be seen by booting up in safe mode, logging in on and account with administrator rights if you want to change the settings.

Just a small point to add to Pamela's advice.
