ntantaros,
Thank you for using the Dell Community Forum.
An image of the system is created at the factory and stored on a hidden partition. To start the application, press when the blue bar with "www.dell.com" is displayed during the boot process. PC Restore only takes a few minutes to restore the operating system.

From what I can see, the Dell restore partition has already been run. If you would like to know more about how the CTRL_F11 key combination works, check out this site: Inside the Dell PC Restore Partition by Dan Goodell.
The short version is that you have run PC Restore, it has copied the back-up image to the partition that holds your C drive, and it has gone to the first partition to run the program Dell uses to help you register the PC after you have taken it out of the box. This is where you are getting stopped. I still don't know why it happens, but the Dell start-up program has become corrupted.
You have two choices. If you dig far enough into Mr. Goodell's excellent paper, you will find a suggestion of using a partition editor to change the partition table back to the way it should look in order for the second partition (the one with Windows) to boot. This is a great learning experience, and really not all that hard, but it does take some time. The second choice is to get your Windows installation CD out and re-install Windows from the beginning. I'm not sure that a repair install would work; the correction necessary is in the Master Boot Record, and the only thing that the Windows CD can do is replace the special Dell MBR with a standard one. This might work, but it would certainly disable the Dell MBR and you would need to repair it in order to use PC Restore again.
