In regedit did you right click on the run once folder (KEY) and select "permissions" set the user to "allow" "full control" ?

Yes I did.  I even tried entering a new user (temporary) and validated the new user.

Do you have any security software running that blocks this critical reg key?

Make sure you have another copy of the new version stored in a folder away from the present install folder.  Uninstall the program.
 
Then download and run
 
Try to install it now.

I have looked at my security settings and I don't see anything obvious that would keep the software from loading.  I am sure I could miss something.  Other than looking at McAffee and windows security center I do not know what else could cause this.  Have any suggestions where to look or what to look for? 
 
The last words in the error message RunOnce I can't find in any error message examples.   
No Events found!
