Localization string not found

I'm running Windows 98SE on a Dimension XPS-T and just reinstalled the OS because the computer would hang during the boot.  I tried everything I could think of through Safe Mode and finally decided to reinstall Windows.  Now I get an error message when it starts up that says: localization string not found.  Any ideas?
