actually, deleting the file should not really mess up your system. read this:

My CPU is always a 100% and is making everthing very slow. What should I do?

Jdbgmgr.exe is used for debugging Java and its absence will have no effect on your computer's operation. You can download a replacement copy from the Delltalk Tweekz site here.
