With the product key you should be able to activate the software. Please check carefully while entering the product key, look for the differences between I (Letter) and 1 (Number) or o (Letter) or 0 (Number). In case you have already verified them and key not being accepted please call Microsoft for further assistance.
The product key on the COA at the bottom of the Laptop or under the battery is for Microsoft Windows and not Microsoft Office therefore is no use to you with regards to installing Microsoft Office.
If you purchased Microsoft Office with your system you would have got a Microsoft Product Identity Card:
This would look something like this. Unfortunately it can often get misplaced as it is separate from the system.
However in reality many customers are finding themselves lost between Dell and Microsoft on this one. The support isn’t clear cut; presumably it is covered under software support which is only valid for 90 days after purchase. Also many customers also get confused with Microsoft Office 2010 Starter which came installed by default and Microsoft Office 2010 Home and Student where you had to customise the system to get it, so look to download and install a product they didn’t purchase.
If you have lost your product key you should attempt to call Dell technical support for assistance. Before calling technical support it could be worthwhile checking out your Original System Configuration on the Support Page to ensure that you actually purchased Microsoft Office: http://www.dell.com/support/my-support/uk/en/ukdhs1. As the Original System Configuration isn't laid out in a very user friendly way, you can paste the information here omitting the service tag.
If you had only the Starter version then you should look to Microsoft Office 2013 WebApps which replace functionality of Microsoft Office Starter. See this video here for more information:
I have a similar problem , but i could not find anything relating to a card, I saw SERVICE CHARGE for BOTH WINDOWS 7 and OFFICE 2010 so, CAN I ASSUME THAT OFFICE 2010 WAS PURCHASED? AND THAT IT IS NOT THEN A TRIAL?

The Office providing with your Dell system should have been OEM. You should be able to download the OEM version from Microsoft here:
http://www.microsoft.com/office/backup2007/en-us/default.mspx
If your Office 2007 was from a retail purchase get the installer from here:
http://www.heidoc.net/joomla/technology-science/microsoft/51-office-2007-direct-download-links
I don't think the keys for the OEM and retail product for Office 2007 are interchangeable.

Looks like there is no Office 2010 Starter and a MPI card was included.
If you have lost the MPI card try calling Dell technical Support. I will also ask DELL-Manshu S if he can help you.
