Lost System Resource CD
I lost my system Resource CD and am installing a new hard drive. I need to get system drivers and software but cannot get online with That computer. Can the drivers be downloaded to a flash drive or recorded to blank CD so they can be loaded?

When I access the page and hit the blue download button, I get a dialog that says I have chosen to open the file, would I like to save it. The first time you access a Dell download page you usually receive a dialog that offers to use the Dell Download Manager. That application has been problematic since its introduction and I will not use it. If you clear out the cookies from your web browser to bring up the original dialog box you should check the option that is below the download manager option; that option offers to download the file directly using your web browser. This will only download one file at a time, but they usually come through uncorrupted that way.
The files listed directly under your service tag number are the files that are specifically for your hardware configuration. If you plan to perform a complete reinstallation, however, you will need some additional files. The install order is generally Desktop System Software (found in System Utilities, but your computer does not use this driver), Intel Chipset Driver, Video Adapter Driver, Network Interface Driver, and Sound Driver. Use the drivers you found on your specific page for the video, sound, and modem (which gets loaded last).

You can download whatever you need from the Dell downloads. You failed to include your PC model number and operating system so I can't point you directly to the specific downloads. But www.support.dell.com will get you to the right web site. You can access the downloads by service tag number or by PC model. DO NOT use the Dell Download Manager, download each needed driver individually.
I would download them and burn a CD, then you will have them in case they are needed in the future.

I have tried that but it will not allow me to "Save", it just tries to install. I can not access the internet with the computer that needs the drivers. I need to be able to save to flash drive or CD.

When you enter your Service Tag (which you should go back and edit out of the URL above, as it is against TOS), it limits the downloads to what you are supposed to have in your system, but I do not see the Chipset driver when I go there with your Service Tag. Just select your model instead of entering your Service Tag.
Then, check the download path without actually clicking the Download button, then get it from ftp.dell.com:
Chipset first:
ftp://ftp.dell.com/chipset/R58201.EXE
Network next:
ftp://ftp.dell.com/network/R67150.EXE
Audio:
ftp://ftp.dell.com/audio/R94481.EXE
You will then need to download the driver that matches your video card and any other devices that you need drivers for (I.e. modem).

I have been able to download the drivers to a flash drive now, but I still have not been able to find "System Utilities". Can you give me a link?

As you saw for yourself, there is no System Utilities. This system does not require the Desktop System Software - it is just not available for it. I believe JackShack was supplying the "usual" order of reinstalling XP, but not all are necessary/available on all machines. For your 4600, as long as you do the Chipset first, it won't really matter which ones come next.

Your computer does not use the Desktop System Software; I mentioned this in my original post, but perhaps I should have emphasized the point. You don't need to worry about that file, and as I believe you have seen, there is no System Utilities category in the download page for your machine.

There was a partition (hidden) with a bhoost in which all the software ( Factory built in programs)

If your Inspiron 6400 was shipped with Windows XP you most likely had PC Restore. This is accessed by starting the machine, waiting until nearly the end of the self test, and then pressing CTRL and F11, releasing both at the same time when you see a blue stripe appear at the top of your display. If you never see a blue stripe, you either do not have the PC Restore feature, or the special Master Boot Record that allows access to the feature has been removed.
If your 6400 was shipped with Vista, you access the Dell image via the F8 menu. Start the computer and just before Vista begins to load tap the F8 key to bring up the advanced start-up menu. Select the option to Repair My Computer, and then select restore the Dell image.
In order to get a replacement installation disk you will probably need to contact Dell Tech Support for your region. In the U.S. it is possible to use this form: Dell Replacement Disks. If you live outside the U.S. you will need to contact Tech Support by telephone. Use the Dell Replacement Disks form to learn what you will need to tell the Dell representative. There may be a charge for the disks.
