Open the Security Center, click on the Personal Firewall on the left in the blue background. On that tab, click on the second item in the left column entitled "View Internet applications...". Search in there for your email application, presumably Outlook Express (and you may have to scroll to find it). If it says Access Blocked, right-click on it and select Allow Full Access.
RATS!!! I looked in the document for the VirusScan Online in the link below and found that you might solve the problem by turning off the Scan Email and Attachments option in the Active Shield component. This doesn't really harm anything, it's merely an extra layer of protection. If you attempt to open an attachment, it will then be scanned for viruses, so there's no real risk.
