Steve - Thank You very, very much.  This fixed my problem.  i have spent so much time looking elsewhere like microsoft website for fixes, updates. etc etc.  Thank You!!

 I have noticed more and more lately that unisntalling Norton products does not competely uninstall all kinds of things that result in problems like this.  See if you still have the folder - C:\Program Files\Common Files\Symantec Shared\Antispam  and if so, find the file msouplug.dll and rename it to msouplug.old, and see if that solve the problem.

The other thing you can do (could have done), In MS Outlook, Tools, options, other tab, advanced options, addin manager, if there is an entry corresponding to the Norton item uncheck it, click OK. Also check the COM- addins in case it is there instead.
