Microsoft VM Command Line Interpreter Pop-Up message at startup.

Greetings,

   A friend of mine has reformatted a computer and now gets a message pop up upon startup that reads, "Microsoft VM Command Line Interpreter   Modified Apr 14, 2003 - Mom 1:13 pm."

  He has deleted it but it stays and says these files use it:  Kernel 32.DLL, MS Java.DLL, OLE 32.DLL, OLLAUT 32.DLL - USER 32.DLL.   Any ideas or help on what this is, what's causing it and what can be done to get rid of the popup message at startup would be appreciated.
