The *.dbx files belong in C:\Documents and Settings\
Your account\Local Settings\Application Data\Identities\{...alphanumerics...}\Microsoft\Outlook Express. Make sure Windows Explorer is set to display hidden files and folders then "Cut" the folders from the Desktop folder under your account in Documents and Settings and "Paste" them into the folder listed above.

They are located in the path between Application Data (note that I have edited my original post as I left out Application Data in the path) and Microsoft and vary by installation.
Hi Denny- I want to thank you for solving my problem my desktop is now much cleaner and the e files are stored in the correct locals. I was missing the local settings and the identities folders in the path which I recreated and all if fine. thanks
