Missing or corrupt HAL.DLL - at wit's end
Im running an Inspiron 4000 with fresh copy of XP Home. I got the above message.
1. I cannot boot to the XP cd (i just get the same message about a missing or corrupt file, and I have changed the BIOS settings to boot to the CD)
2. Using the floppy Recovery Console, I get the following message when typing "bootcfg /rebuild"
"Error: failed to successfully scan disks for windows installations. This error may be caused by a corrupt file system, which would prevent bootcfg from successfully scanning. Use chkdsk to detect any disc errors.
3. If I run a dos bootable disk, I cannot get to c:\ at the prompt.
4. There are few if any extremely important files on this computer. I don't mind doing a fresh installation, but I need to figure out how to format my drive, and be able to boot from the XP cd.

Missing or corrupt HAL.DLL
Two things can cause the error your having: Deletion of the file (HAL.DLL). The second thing that could cause this is corruption of your boot.ini file.
Go to this Web Page and follow Method 2 to repair your OS.
