missing userinit.exe file

I'm trying to get my mother's computer up and running and it seems that the userinit.exe file has been deleted.  When you try and login it instantaneously logs you back out.  Now I can't get it to boot at all even into safe mode.  She doesn't have an emergency boot disk or the windows XP disks.  I need to create a boot disk so I can get in there and try and restore the file.  Is there someplace I can download the files neccessary to create a boot CD?  Also, it has to be a cd because my computer doesn't have a floppy drive.

unfortunately the file from bookdisk won't work on my 64 bit system.  Is there anyplace to download the files in a zip archive or some other non-executable format?

Go to www.bootdisk.com and create a MS-DOS boot floppy. It essentially gives you a DOS prompt and you would copy the file over to Windows\System32 per
