Have you ever heard of this little known website called Google?

 

Typed it in and hey presto this was on the 2nd or 3rd link:

 

winsscommon.dll (Windows OneCare Live Common) is a component from the software Windows OneCare Live version 0.8.38 by Microsoft Corporation

 

So it's from Windows OneCare, try uninstalling and reinstalling this program or better yet uninstall it and replace it with a free virus scanner that actually works (AVG Free would be my recommendation from http://free.grisoft.com/doc/2/lng/us/tpl/v5)!
