If this is Vista, does the problem account have the Windows Aero feature turned on, and the others don't? Aero was the cause of this type of problem when Vista first came out. Updating the video card driver could the solution.

You can also try disabling Aero after you log into that account:

1. Right-click on a blank area of desktop
2. Select Personalize from the context menu
3. Click Window Color and Appearance Option 

4. Uncheck to disable Transparency.
5. You can also disable the whole aero glass theme from here. Click Open classic appearance properties for more color options link.
6. Select a non-Aero theme and click OK.

It's also possible this user account is just corrupted. So you could create a new account with the same privileges as this one, and take "ownership" of all the files belonging to the old account in the new one. When that's done, you can delete the old account. I suggest you back up all files belonging to this account on external media before you delete the account, just to be safe. :emotion-5:
