Officially you have an OEM copy of XP that is tied to your old Dell PC and cannot legally be carried over to a new PC.

This is not a "Dell" thing ... this is the case for EVERY OEM Windows installation and is a "Microsoft" thing ... HP, Lenovo, Acer, ASUS, mom/pop, generic, etc. You get Windows at a substantial discount when preinstalled from the manufacturer (OEM), but part of the price you pay for the discount is the fact that it is tied to the system with which it shipped. You must purchase a "retail" license to be able to transfer it to another system. Even then, you may face difficult (or insurmountable) obstacles in simply moving Windows from one machine to a dissimilar machine.

This isn't a fault of Dell, it's because of Microsoft's OEM licencing terms & conditions.
