MSXML6 problems

Question

I need to installm a new version of a program I use a lot, and it requires MSXML6 to operate.  I've downloaded MSXML6 and when I try to install it I get the below message.  I've read Installer 3.1 is required to install MSXML6, and have also downloaded 3.1 and completed the installation wizard, but when I search my system I don't see 3.1 installed, and it looks ike Installer 3.0 is trying to install the MSXML6. There are 2 versions of installer 3.1, did you install this one? V2

MSXML6, download the first one in the list

dont use the command line to install it, just double click the msi file to install.
