My computer stalls during boot up.   During boot up,  jus...

My computer stalls during boot up.
 
During boot up,  just after the WINDOWS logo window appears,
my computer goes into a black screen and shows a message saying:
"Please Wait While SETUP Updates Your Configuration Files."
"This may take a few moments."
 
And just below that message it says:
"CONTINUING TO LOAD WINDOWS."
 
If i am lucky, in a just a few seconds my desktop will appear and all is well.
 
Most of the time however, the startup process stalls.
I get a blue screen and a frozen mouse pointer smack in the middle of the
blue screen.
 
After a few moments of the frozen blue screen, my machine will finally load
and boot up to completion.
(The blue screen freeze lasts for about 40 - 60 seconds before completing boot up)
 
I have been unable to find troubleshooting information regarding this problem.
 
My computer is a DELL Dimension XPS-B with WINDOWS ME.
 
System Restore did not correct the issue.
 
Any advice or links to troubleshooting would be greatly appreciated....!!

Windows ME?? there's your problem
I would seriously consider upgrading to at at least 98 if you want to call that an upgrade...either that or a full Format & reinstall windows, restore will usully cause more problems than it will fx
