'My Computer' won't recognise external drives

when in 'my computer' I can't see, let alone open devices with removeable storage.  This applies to USB storage and even the disk in my digital camera.
 
Strange thing is that the 'new device connected' sound plays when I connect either of these external storage devices.  Plus they are there in the 'safely remove hardware' box on the task bar.
 
Any help would be greatly appreciated!

When you have either of those devices plugged in is there any extra entires in the disk managment? To get to disk management right click on my computer and go to manage. When the computer managment window opens up on the left hand side click where it says disk managment. On the left hand side you should see a Disk0 which is your hard drive and there should be some other disks. The other disks represent your external and your camera. Chances are they either need to be activated or formatted you can do both by right clicking on them.
