my laptop wont restart; it keeps freezing on the screen "restarting" and just stays there

then i have to unplug the laptop and replug it to turn it on again. it just freezes on that "your computer is restarting" screen.  it's a new laptop with windows xp.   never happened before except recently.  any suggestions?   thanks.
