Need a COA code fror "refurb" Optiplex 780 Mini Tower
I purchased a "refurb" Dell Optiplex 780 that has window 7 Professional 64-bit OS loaded. The seller said the COA was inside the case. I didn't get aaround to putting it in service for 7 months and no longer have information on the seller.
Of Course, there was no COA in the case and I am having OS problems such that I may have to reload or at least repair the OS. For that I need a COA.
Can Dell provide the original COA code thorugh their records if I give them the Service tag # and express service code #?
If so, what is the web address to use?

As of today Windows 7 is no longer supported by Microsoft. You maybe can get a copy of Windows 7 from some 3rd party site on the internet with a product key. Dell does not keep records of product keys. Dell will not have any copies.
There is a program called magic jelly bean keyfinder that you can use to get the product key from your system that may help you. Click the link below.

Didn't expect much or any answer.
Microsoft has ended the Mainstream Support for Windows 7. This means if there are bugs that have not been reported or ignored by Microsoft, they will never be fixed. Extended support for the Windows 7 family continues through April 2020.
Security-related updates will be distributed through the Windows Update as usual.

Can you copy your systems original configuration (with the exception of the service tag or express service tag) into a new forum post or alternatively send me a private message with your service tag?
This way we can determine if the system was licensed originally with Windows 7 or sold without an Operating System.

Your only choice is to use system locked preinstallation mechanism of a Dell Windows 7 Professional Reinstallation or to Download a Windows 7 Professional .iso from Digital River and apply Dell SLP OEM activation as instructed here:

I heard refurbished copies of Windows don't have a product key on the COA. It might be feasible to recover the product key with a third-party tool, however. I used one to that end, but I can't remember the name of it. It was recommended by osprey1.

I don't know if a refurbisher would purchase an additional license for a Dell system which had a Windows 7 Professional OEM license originally.
Belarc Advisor would tell you the unique product key if it was this case:

However if its using the Dell Windows 7 OEM license it will just give the SLP key: "32KD2-xxxxx-xxxxx-xxxxx-733WD" (I have replaced the middle with xxxxx so it doesn't get moderated).

Locate the Dell Service Tag number located on the back cover of the tower.
Use it to see if a Windows ISO is available for download for that PC. http://www.dell.com/support/home/us/en/19/drivers/osiso/win

Its a visual basic Script. HOWEVER OEM installed media have a generic SLP key and do not activate with NON OEM specific media. In other words unless they ran sysprep and entered the Actual COA key the key derived from this script is not one that can be used to re activate.

Dell does not provide replacement keys to end users where the key has been lost or defaced or otherwise is not readable.
Your only solution at that point is to buy a new copy of windows with COA sticker.
