Need help creating boot CD

Question

I want to create a boot disk. My system does not have a floppy drive (Dell Dimension 4700). The instructions say to go to My Computer, right click on drive, choose Format and MSDOS Startup disk. My CD/DVD RW drive does not have this option for Format. How can I create a boot CD? Thanks

Note; The Windows XP disc is bootable and has all the tools required to partition, format and install Windows.
