Need help with DirectX 9.0

I downloaded Microsoft DirectX 9.0 from Microsoft. When I try to install this on my machine I get an error message saying"A cabinet file necessary for installation cannot be trusted". This is the first time I have ever seen this error.

Sounds like a security setting. from the browser click tools, options and security. Look over all of the security settings and then try again.
