Need minor technical instructions

Need some how to help - how to move the startup tool bar?  Thanks

Hi,
 
Left click in the task bar and hold.
 
Move to left, top or right of screen
 
If the task bar is too wide ( ie too high and taking up too much of screen) then move mouse to top until pointer changes to double headed arrow. Click and drag downwards. or L/R /Up
