Need to know how to install URL:Mailto Protocol - it is missing from my computer

If I hit a mailto: hyperlink, my computer goes into an infinite loop, spawning numerous IE Browser sessions and maxes out on memory.  I've discovered that my computer is missing the Extension/ File Type: (NONE) URL:MailTo Protocol  (is not one of the Registered file types, nor is it available in the list of potentials to register.)
 
The Knowledge Banks at Dell and Microsoft state how to configure the URL:MailTo Protocol but not how to get to file extension registered if it is missing.
 
Hoping someone can get me on the path to fixing this issue.
 
OS: XP (Home Edition)
Outlook 2003

Have you tried the following?:
 
Right-click Start, and then click Properties.
On the Start Menu tab, click Start menu, and then click Customize.
On the General tab, in the Show on Start menu section, click to select the Internet check box.
In the Internet list, click Internet Explorer.
In the Show on Start menu section, click to select the E-mail check box.
In the E-mail list, click Microsoft Outlook. 
Click OK two times.

Thanks for taking the time to write such clear instructions.  Unfortunately, the check boxes were already checked and already had the values you specified.  I unchecked and re-checked but my needed registered file type is still missing from my system.
 
I explored the registry of another computer that I have access to in search for entries that might be missing.  I discovered that I'm missing the following registry entry:
My Computer\HKEY_CLASSES_ROOT\mailto
 
Hopefully this provides another clue for my next steps needed.

I would suggest doing a search of the internet for a copy of that registry key so it can be successfully imported back into the Registry.

SugarD-x is correct.  Procedure is here:  http://windowsxp.mvps.org/MailtoProtocol.htm
 
Also, you could go to good computer.  Open regedit.  Navigate to HKEY_CLASSES_ROOT\mailto key.  Right click on the mailto folder.  Left click on Export.  Save as mailto.reg.  Copy the file to removable media.  Go to problem computer.  Create a System Restore point (Start|All Programs|Accessories|System Tools|System Restore). 
 
Copy the mailto.reg file to your desktop.  Double-click on it to insert the HKEY_CLASSES_ROOT\mailto key in your registry.  Now, use the procedure described in the above link to assign Permissions.
 
Note:  My comments above assume that you're using the same e-mail program; i.e., Outlook or Outlook Express on both computers.

Mailto now working as expected.  Import of mailto.reg entry from my other computer was the solution.
 
I was grateful you also added a tip for creating a Restore point.  Had completely forgotten about this feature.

Good.  Glad everythings back to normal.  Thanks for posting back. Doing so helps everyone reading these posts who have a similar problem.  Knowing what works is especially helpful.
