No programs will run and system restore will not work.

I have Windows xp with service pack 2.  I was trying to load Quickbook on to my system.  It mostly loaded, but it had some errors.  Actully it had a lot of errors.  They all seamed to be libary errors.  I hit cancel and the download rolled back.  Now none of my programs work.  Internet Explorer still works, but with errors on every page.  I am unable to run the sysytem check on Dell.com.  I tried to restore in safe mode, but the program still will won'tt run.  I tried to use the Start the System Restore tool at a command prompt with %systemroot%\system32\restore\rstrui.exe  The first time I enter it, it just comes up with another promp.  If I enter it again it comes up to the restore page, but that page is blank.  I have read other message boards with no luck.  I don't know if this is a virus or I just hosed up the system with I canceled the download.  Any ideas would be greatly enjoyed.
Thank you for your time.

I can load windows, and all of my icons are there.  But they are all generic window image icons that will not run.

Try reinstalling System Restore:

Right click and install sr.inf from Windows\Inf folder.

1. Start, run, type sfc /scannow, reboot when the system file checker process completes.

2. Go to http://www.kellys-korner-xp.com/xp_tweaks.htm
go to list 380, download and run files to restore the Directory and Folder shell. Hopefully that will let you open any folders.

3. My final idea is to do XP reinstall, either repair install or clean install.

Hopefully, other forum participants can share their ideas with you.
