No Snapshot Capability

I have an Inspiron 8600 laptop and an XPS Gen3 desktop, both running XP.  Neither of these computers seem to have a capability to perform a simple "snapshot".  I try pressing ALT then Print Screen - nothing is captured.  I don't even know where to look for the clipboard the Help feature says these snapshots are supposed to go to.  When I do a Ctrl-V, nothing is pasted.  Also, from the right click menu, "Paste" is grayed out/suppressed.  Any assistance you can provide to help me get the snapshot feature would be greatly appreciated.

If you just want to see the clipboard go to start >run>type in clipbrd>ok you will see what you last did a print screen on.If you want to put a shortcut on your desktop you can go to C>windows>system32> find clipbrd.exe there and right click and send a short cut to the desk top. When you do a printscreen where are you trying to paste to?If you want you can do print screen then go to paint (in all programs) click on edit at top of page and choose paste. You will then see what you copied and from there you can select how you want the object saved.

I was able to create a shortcut to the clipboard, but there's no option to copy it anywhere.  I want to use the snapshot feature mostly to insert error messages into the body of an e-mail (Outlook Express v6).  Also,  if by "paint" you mean Paint Shop Pro, I don't have it, or at least the trial ran out and I didn't buy it.  Does the Snapshot feature only work with Paintshop???
