Mr.Trumpman,

The best shutdown troubleshooter available is here. That should address your problem shutting down when you are the only one on computer.

For the other problems do a full system scan with your antivirus program and also check for spyware with Ad-aware and/or Spybot.

Also if you have a Computer/Administrator account you don't need to go to each logged on users Desktop to Log them off.
When you are Logged on to your account use Task Manager by pressing Ctrl+Alt+Delete keys together & select "Users" tab , then Holding "Shift" key click on User's then click "Logoff" button.
------------------
If the Logoff/Logon screen doesn't show "Turn Off Computer" you can add this by using
Start > Run & type
regedit
then navigate to HKEY
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\policies\system
shutdownwithoutlogon    DWORD  set to      .......(1)

If it doesn't show  shutdownwithoutlogon create it as DWORD.
