Evidently the icon on the Desktop is the actual program instead of a shortcut. Open Windows Explorer and move the actual exe file from the uppermost folder "Desktop" to the C:\Windows folder. Then right click and pick Create Shortcut. Drag the shortcut to the Desktop. You'll be able to move the shortcut to the Start Menu. Everything on the Start Menu is a shortcut.
