Notify Alert Problem

I have been having the NotifyAlert.exe problem on my computor. I have looked around on the forums for an answer and tried to unistall Dell Support, but for some reason it wont let me through add/remove and keeps cancelling the unistallation process halfway through

 

are there any other possible ways to get it off my comp, or at the very least get it to quit running?
