NTLR or something like that is missing on start up

NTLR or something like that is missing when I start up my computer and it is really annoying.  That means I have to reinstall the operating system onto the hard drive that I recently reformatted with another computer, deleting everythign I had on it.  I have been al through the bios trying to work out how to get everything configured.  I have done all what the websites have said and gone to boot sequence and changed the order and several times unchecked the harddrive so that it could focus on the CD.  AND the CD will NOT load.  I have tried everything and the operating CDs will not load.  I tried my Microsoft XP home CD, it didn't work, so I cleaned it with my disc doctor and now all the information on it has been shredded because now it doesnt work on any computer I have.  I tried using a Microsoft 2000 CD I have to see if it will work, my computer does not load the program.  All I get is a couple green blinks from the CD drive and then it stops, giving up on it.  My computer does not want to load anything.  I either get the NTLR message or the choose F1 to restart or F2 to go the bios.  I also get another message of Control-alt-delete to restart as well.  I have no extra add-onns to the computer, but it still wont work.  I went into Bios and got rid of Drive-A, the card thing because I don't have one installed several times to see if that was the problem and that wasnt it.  I tried switching the CDS from the two drives I have in my Dimension 2400, and I get nothing.  My computer just doesn't wnat to do anything but show error warnings on the screen, please help me!

I can't even get the blue screen to pop up from the windows xp. I tried using the XP CD and my harddrive as a secondary harddrive to my other computer and I run the CD while while it is under Windows 2000 and it asks me to put in the xp home cd when it is already in there and when I go to press enter, i get the same prompt. And another problem I have is that my XP Home CD is service Pack I and when I went to install XP on the harddrive, I get that I can't install it on my computer because the one I am running now is already newer. The continue button is shadded away so I can't press it and everything else cancels installation. What should I do?

What happens if the computer is not booting up from my CD no matter how many tiems I go into the Bios, it will not do it. I keep on getting the option of retrying the start up with F1 or going to the Setup menu with F2.
