ocget.dll problem

When I try to access my @netscape.net email address I get an error message telling me that ocget.dll has an unknown publisher and then askes if I want to install anyway.  I push the install button and the error message displays again over and over.  I found some information about this situation on the Microsoft.com sight and they suggest editing the registry.  I have some serious reservations about doing that.  Has anyone else had this problem and can assist me in resolving it?  Your time is appreciated.
