Opening attachments

Hope I can make this clear.  I have a new computer and am having trouble with opening Outlook attachments.  On my old computer, I had Adobe PhotoDeluxe, and that's what my attachments opened in.  Then I could resize, save, edit, etc.  With the new computer, the attachment has the JASC Paint Shop 8 icon.  When I select "open", the Paint Shop window appears, and when I click start, my file does not open.  How do I change this, and what program should I use to open files, normally jpg?  Can I configure Microsoft Picture It to be the default for opening files?  Thanks

yes, Control Panel> File Options>  on the file types make a association for the program you want.

Thank you so much - that's what I've been looking for.  Now I can figure out which program works best for me.
