Yes, you can use Dells Backup and Recovery to create restore flash USB which is what I would do before downgrading. If you ever have any issues, Dell will need you to install the original OS before they help you.

It's always best to backup your files, photos and music on an external Drive. I also like to suggest you create a system image and a recovery drive. You can use Dell backup And Recovery or any other backup software. Personally, I use File History option that come preinstalled on my computers.

Windows 10TH2 is the best operating system out there,it's free and very easy to use.....imho.....
I'd ask mom to try it for a few days and if she don't like it, you can easily roll back to 8.1 version. You have 30 days to roll back to 8.1 version.
