Having just had this issue myself, I too am grateful that you posted your own solution to the problem once you found it; I wish more people did that.
One addendum I'd like to make (in the hopes that it might help someone else) is that the Intel AMT SOL/LMS driver does require the Microsoft .NET Framework v3.5 - which should thus, ideally, be installed first.

Never mind, I figured it out. Had to install Intel drivers AMT HECI and AMT SOL/LMS.

Thanks for posting your own solution. Ran into the same issue when I was setting up a new base XP image for a batch of new Optiplex 960s.

@PhoenixM I know this was 10 years ago, but I just ran into this and would like to thank you for posting the .net framework fix.
